London, UK — The Vodafone GPRS (General Packet Radio Service) Mobile Data Network within the UK was off the air for several hours, but Vodafone staff were unable to supply any details as to how or why this had happened. The incident seems to have originated within Southern England, but spread “nationwide” within a short period.

Customers were therefore unable to access data services for a protracted period, including WAP browsing from mobile phones, email from personal devices like Blackberries and Windows Mobile Messengers, and full access over data cards from laptops.

Some criticism has been levelled at the company for failing to provide an easy source of information on the problem, with the only realistic option being to queue for a response from a call centre, as no information could be found on their public-facing website. This practice, whilst far from unique to Vodafone within the telecommunications industry, contrasts poorly with the common practice for most ISPs (Internet Service Providers), who conventionally provide a “system status” page on their website.

A diverse group of approximately 25 people gathered at the Johnson County Library on Monday to participate in reference librarian Scott Vieira’s class, Wikiwhatia? Wikipedia.

Scott opened the session by sharing a disparaging quote from Robert McHenry (former editor-in-chief of Encyclopedia Britannica) comparing Wikipedia to a public restroom. He then shared a quote from Andrew Keen, author of The Cult of the Amateur, in which he stated Wikipedia is the blind leading the blind. Scott shared Wikipedia usage data from a 2007 Pew Internet study showing 36% of adults have consulted Wikipedia and that that Wikipedia receives 10,000-30,000 searches per second. Scott also pointed out that Wikipedia now has over two million articles in English alone (over nine million articles in 250 languages). So there is a discrepancy here, lots of critics and lots of use.

Scott then shared some historical information in order to provide a context for understanding Wikipedia. This included some important names and dates in the history of encyclopedias… including Pliny the Elder (23-79 C.E.) who published 37 Volumes of Natural History, and Joachim Sterck van Ringelbergh (c. 1499-1556) who first used the term encyclopedia, and then d’Alembert and Diderot who published 17 volumes of their French Encyclopedia from 1751-1765. Encyclopedia Britannica was first published in Scotland in serial format 1768-1771.

Scott also discussed more recent history, sharing a photo of Ward Cunningham –who is credited with being the inventor of wiki software. Wikipedia was founded on Jan 15, 2001 by Larry Sanger and Jimmy Wales. Sanger left Wikipedia in 2002 and founded Citizendium in 2007 a complementary project which now has 4500 articles.

After the historical perspective, the class moved into using Wikipedia. Everyone in the audience had used Wikipedia. The class explored the content of Wikipedia, realising there is a whole lot going on. Scott demonstrated that the article about “frogs” for example, is semi-protected. The “history of science” article was examined, including the history of changes. Discussion covered how people contribute, who contributes and edits. The group also talked about Wikipedia bots, which aid in routine tasks in a semi-automated or automated fashion.

A discussion about teachers, school media specialists and students regarding their use of Wikipedia ensued. Some teachers and school media specialists are negative about Wikipedia, but Scott’s hope is that they will use it to start a discussion about the need to evaluate and critically think about information (even when it’s from more traditionally reviewed and edited sources).

An unanswered question from an audience member was, “What was the first Wikipedia article?”

AUSTRALIA — Australian immigration authorities have held a mentally ill Australian woman, Cornelia Rau (also known as Anna), against her will for over 10 months, at least two of them spent in high security, where she was reportedly isolated for 18 to 20 hours a day, subjected to 24-hour simulated daylight and deprived adequate legal or medical aid.

Volunteer advocates’ requests for ministerial intervention, prompted by her clear distress and aberrant behaviour, went unanswered for seven weeks, while Ms Rau was held at South Australian Baxter Immigration Detention Center.

Several days ago, refugee advocate Pamela Curr had visited and spoken with the woman, then unidentified and known only as Anna, and said “She exhibits psychotic symptoms, screaming and talking to herself at times, and screams in terror often for long periods especially when locked in the cell.

“Such is her terror of being put back into this cell that it takes six guards in full riot gear to manhandle her back into the room and close the heavy door.”

“We have reports from witnesses that the guards are enjoying this aspect of Anna’s behaviour,” said refugee advocacy group ChilOut.org at around the same time. [1]

One message from a fellow detainee posted on the refugee advocate website safecom.org on January 24, said Ms Rau appeared to be “very, very sick”.

“She takes her clothes off and wanders around in this all-male compound,” the account read. “She screams obscenities, throws food at other detainees and smashes things.”

According to Ms Curr, Ms Rau was being held in isolation in Baxter’s dedicated ‘Red One’ isolation block for 18 to 20 hours a day, and in daylight conditions for 24 hours a day, a practice which has in the past been criticised because of use of isolation and sleep deprivation in Department of Immigration and Multicultural and Indigenous Affairs (DIMIA) facilities to coerce cooperation from inmates [2].

The Migration Act prevents anyone from acting on behalf of a detainee unless the detainee requests this in writing, and so chances of any improvement in Ms Rau’s condition or welfare were slim. The Act makes no provision for cases such as this, where the detainee is no longer competent to make such a request. Mental ill health is a reported by-product of the DIMIA system of indefinite detention [3].

Fellow detainees became concerned for Ms Rau’s welfare when immigration authorities failed to remedy her mental ill health, and were unable to identify her. Refugee advocates in contact with detainees then led a campaign to identify the woman, resulting in her family recognising her description.

Thirty-nine year old Qantas flight attendant Cornelia Rau had in fact been listed as a missing person with New South Wales (NSW) police since August of last year, after disappearing in March. A NSW police effort to find her in November failed to identify that she was being held by Australia’s Department of Immigration and Multicultural and Indigenous Affairs, meanwhile DIMIA was stumped as to the identity of their German-speaking prisoner.

The Immigration Department said it had gone to great lengths to identify of Ms Rau, contacting the police missing persons registry in Queensland, and several foreign governments, but not NSW police missing persons. “All the information provided by the woman led the department to believe she was an unlawful non-citizen. At no time did she state she was a permanent (Australian) citizen.”

Aborigines at Coen in Far North Queensland had found Cornelia in a disturbed state on March 31 last year, and become concerned, taking her to police for her own safety. The Queensland Police failed to identify her and assumed she was an illegal immigrant since she spoke German. Instead of hospitalising Ms Rau, they handed her over to immigration officials, on April 5.

According to Ms Curr, when she spoke to Ms Rau at Baxter last month, “Her English was fine. She told me then she really wasn’t in touch with reality, but there was a moment of clarity when she just wanted to get out of Baxter. I spoke to a detainee two days ago and he said her English was so good he thought she was an Aussie girl.”

Ms Rau had arrived in Australia at the age of 18 months from Germany. Cornelia’s sister Chris says, “The two groups who were kind to Cornelia in all this time were the two most downtrodden groups in society — the Aboriginal people in Cairns and the refugees in Baxter. There’s an irony in that”.

The Australian Federal Government Human Rights and Equal Opportunity Commission (HREOC)‘s Immigration Detention Centre Guidelines [4] state that, “Immigration detainees who are found to be severely mentally ill should be transferred to an appropriate facility as soon as possible.”

The Immigration Department said she had been under mental supervision at all times. “A number of medical assessments were conducted by healthcare professionals, including doctors, psychiatrists and psychologists,” a departmental spokesperson said.

Findings by a number of independent inquiries have shown that long term, indefinite detention, which is the norm within the Australian immigration system, has the unfortunate side effect of inducing mental health problems in individuals who were otherwise healthy on entering the system, and refugee advocates have pointed to this issue previously in cases involving non-citizens.

Countless human rights violations have been documented within DIMIA’s system by the Federal Government’s own policing body, HREOC, which has complained repeatedly for years that its recommendations are not being met. Principally, that the system of mandatory detention itself is an infringement of human rights and should be abolished, and that children (of whom there are currently 87 in detention [5]) should not be held in custody.

HREOC criticises the general lack of adequate mental health services, the use of isolation detention for behaviour management, detainees’ restricted access to legal assistance and lack of information about the application process, their limited access to general information and contact with the outside world, including relatives, and the effects of such long term detention on the detainees, specifically on their mental health. Past publicised cases have shown detainees denied any legal avenues they do not explicitly ask for using correct legal/bureaucratic terminology [7]; failure to provide adequate medical assistance; and habitual isolation of troublesome detainees instead of meeting of their grievances.

HREOC has the ability to make recommendations only, and it is up to the Government to enforce, or not enforce them.

“It’s pretty dangerous if you have Alzheimer’s disease or you speak a second language right now,” according to Labor immigration spokesperson, Laurie Ferguson. Mr Ferguson believed Queensland Police and the Federal Government had questions to answer, and that there should be an Inquiry.

As well as the personal cost to Cornelia Rau and her family and friends, each day a person spends in immigration detention costs the Department between $111 to $725 [8]. According to DIMIA, “Government policy is that, where practical, immigration detainees should be billed for the cost of their stay in detention.” [9] It is not known whether the Department intends to bill Ms Rau.

A strong, 6.4 magnitude earthquake stuck Indonesia on Friday, even as recovery efforts continued from the devastating tremors that hit there last month.

The earthquake caused some buildings to sway in the country’s capital, Jakarta; however, there were no reports of injuries. According to officials, the earthquake’s epicentre was in in the Sunda Strait, off the western coast of the island of Java.

The earthquake wasn’t powerful enough to generate a tsunami, according to a Meteorology and Geophysics Agency official, Suhardjono.

On September 30, a powerful magnitude 7.6 earthquake struck Indonesia, causing landslides, destroying buildings, and killing over a thousand people. Cleanup and recovery efforts for that quake are still ongoing. Tremors frequently strike Indonesia and neighbouring vicinities, as it is positioned on an arc of fault lines.

Tuesday, March 29, 2005A team of Australian surgeons yesterday reattached both hands and one foot to 10-year-old Perth boy, Terry Vo, after a brick wall which collapsed during a game of basketball fell on him, severing the limbs. The wall gave way while Terry performed a slam-dunk, during a game at a friend’s birthday party.

The boy was today awake and smiling, still in some pain but in good spirits and expected to make a full recovery, according to plastic surgeon, Mr Robert Love.

“What we have is parts that are very much alive so the reattached limbs are certainly pink, well perfused and are indeed moving,” Mr Love told reporters today.

“The fact that he is moving his fingers, and of course when he wakes up he will move both fingers and toes, is not a surprise,” Mr Love had said yesterday.

“The question is more the sensory return that he will get in the hand itself and the fine movements he will have in the fingers and the toes, and that will come with time, hopefully. We will assess that over the next 18 months to two years.

“I’m sure that he’ll enjoy a game of basketball in the future.”

The weight and force of the collapse, and the sharp brick edges, resulted in the three limbs being cut through about 7cm above the wrists and ankle.

Terry’s father Tan said of his only child, the injuries were terrible, “I was scared to look at him, a horrible thing.”

The hands and foot were placed in an ice-filled Esky and rushed to hospital with the boy, where three teams of medical experts were assembled, and he was given a blood transfusion after experiencing massive blood loss. Eight hours of complex micro-surgery on Saturday night were followed by a further two hours of skin grafts yesterday.

“What he will lose because it was such a large zone of traumatised skin and muscle and so on, he will lose some of the skin so he’ll certainly require lots of further surgery regardless of whether the skin survives,” said Mr Love said today.

The boy was kept unconscious under anaesthetic between the two procedures. In an interview yesterday, Mr Love explained why:

“He could have actually been woken up the next day. Because we were intending to take him back to theatre for a second look, to look at the traumatised skin flaps, to close more of his wounds and to do split skin grafting, it was felt the best thing to do would be to keep him stable and to keep him anaesthetised.”

Professor Wayne Morrison, director of the respected Bernard O’Brien Institute of Microsurgery and head of plastic and hand surgery at Melbourne’s St Vincent’s Hospital, said he believed the operation to be a world first.

Massive blackouts occurred throughout the US state of Florida shortly after 1:00 p.m. Eastern Time (18:00 UTC) on Tuesday afternoon. Out of the 4.4 million customers served by Florida Power & Light, Co. (FPL), about 680,000 residents were affected, with an additional two million-plus customers affected in other parts of the state. It is estimated that as many as four million customers throughout Florida were affected, with many different power companies losing control of their specific grids.

Power outages were reported as far south as the Florida Keys, on the original FPL grid, and as far north as Orlando and Daytona Beach, nearly 300 miles (483 km) away on the Progress Energy grid. Most of Miami-Dade and parts of Broward and Palm Beach counties suffered the worst outages.

FPL President Armando Olivera said that a disconnect switch failed at 1:08 p.m. at the automated substation west of Miami, and a piece of equipment that controls voltage caught fire about the same time. Neither failure by itself would have caused a widespread outage. The event at the utility’s Flagami substation consequently led to the rolling blackouts.

Originally the first failure was thought to have occurred at the utility’s nuclear plant at Turkey Point. It is still unclear how failure at this site spread, but with power turning off at the main Turkey Point location, which serves all of south Florida, FPL’s grid shut down as well. It contributed to a domino effect which ended up sapping energy from bordering grids all over Florida.

Police reported several people were stuck in the elevators of high-rise buildings in downtown Miami and several hospitals were running on backup power, although no injuries or fatalities have been reported. The blackouts caused major traffic jams and a few accidents, but the original outage was contained shortly after it occurred. All customers affected had power restored to them by 6:30 p.m. (23:30 UTC).

The Internet has already brought great things to the world, but has also brought spam, phishing, scamming, etc. We all have seen them across the Internet. They promise money, weight loss, or other things a person may strive for, but they usually amount to only a lighter pocket. Online advertising has become something that the increasingly Internet-reliant society has become used to, as well as more aware of. As this is true, online ads have become more intricate and deceptive in recent years.

However, a certain type of advertisement has arisen recently, and has become more deceptive than any other Internet ad, and has tricked many users into credit card charges. These sites claim to be news websites that preach a “miracle product”, and they offer a free trial, and then charge the user’s credit card a large amount of money without informing them after the trial ends. These sites appear to be operating under one venture and have caught ad pages of high-traffic websites by storm. In this report, Wikinews’ Tjc6 investigates news advertisement sites.

These Internet ads work in different ways:

Hypothetically speaking, a reader is browsing the web, and then happens to come across something that they believe is too good to be true. A link on one of these high-traffic pages promises white teeth, weight loss, or huge profits from working at home part-time. Out of curiosity, they click on the link.

This is the way that people are attracted to these fake news sites on the internet. The domain owners draw in customers by purchasing advertising on some of the World Wide Web’s most visited pages. Curious users click and are led to what they believe is a news article. From anti-aging to shedding weight, these “articles” from non-existant newspapers and television stations depict a skeptical news reporter trying a product because they were instructed to by a superior.

As the user reads on, they find that the “reporter” miraculously achieves significant weight loss, teeth whitening, or other general health and beauty improvement. The reporter states that the reader can get the same results as they did by using a “free trial” of the product.

Next, the user looks to the bottom of the page, where there seems to be a set of user comments, all of them praising the product or products that are advertised — this is where we first see something suspicious. Across several of these false articles, the comments appear to show the exact same text, sometimes with even the same usernames as other sites.

There is obviously some kind of correlation. Although this appears to be true, most users who purchase these products do not look at multiple versions of these similar pages of what appears to be a fast-growing network of interconnected fake news sites.

Once customers have convinced themselves into buying the product, they are led to a product (or products) website which promises a free trial for a very low price. What they do not know about this, however, is that they are giving their credit card data to a company that will charge it automatically after the trial ends. In about 14 days, the user receives a charge on their credit card for an excessive amount of money, usually from about $80 to $100 (USD). All attempts to contact these companies and cancel their shipments usually prove to be futile.

What these sites have is a large amount of legal copy located at the bottom of each site, stating their right to charge the user. This site, a fake news article claiming to offer teeth-whitening benefits, has several paragraphs of fine print, including this: “…Upon signing up for the 10 day trial membership you will be charged up to $4.97 depending on various shipping and initial offer promotions at that time but not more than $4.97 upon signing. If not cancelled, you will be charged $89.97 upon completion of the 10 day trial period. Monthly thereafter or 30 days from the original order date, the charge will reoccur monthly at a total of $89.97 until cancelled…,” the site says.

Practices like this have alerted the Better Business Bureau, an American organization that studies and reports on the reliability and practices of US businesses. In a press release, a spokesman from the BBB spoke out against sites like this. “Many businesses across the country are using the same selling model for their products: They lure customers in with claimed celebrity endorsements and free trial offers, and then lock them in by making it extremely difficult to cancel the automatic delivery of more products every month…,” said the report that denounced the websites.

When a user looks at several of these sites, they notice that all of them have the same exact structure. Because of this, Wikinews decided to look into where some of the domains were owned, and if they were all in fact part of one company.

However, the results that Wikinews found were ones that were not expected. Out of the three random websites that were found in Internet ads, all using similar designs and methods to attract the customers, came from three different locations in three countries and two separate continents. The first came from Scottsdale, in the United States, while the next two came from Vancouver and Hamburg. There is no location correlation, but surely, there has to be something that connected these sites together. We had to look even further to try to find a connection.

There is some correlation within the product’s contact information. A large amount of the teeth-whitening products analyzed actually shared the same phone number, which lead to a distribution center located in St. Petersburg, Florida, and several other similar distribution centers located across the Southern United States. But, that explains only one of the categories of products that these websites cover, teeth whitening.

What about the other products? The other products such as weight loss and work-at-home kits all trace back to similar distribution centers in similar places. So, what do we make of all of this?

There is obviously some company that promotes these products through the fake news advertisements, but that company is nowhere to be found on the websites. All contact information is given on the product pages, and websites are copyrighted under the name of the domain, not a company. Whatever company has been the setup for these pages has been very good at hiding themselves from the Internet, as there is no information across the web about that mysterious large advertiser.

As a result of customers buying the products and having unauthorized charges on their credit cards, a large volume of complaints are currently present on awareness sites, complaint sites, and even the Better Business Bureau. Several customers point out that they were not informed of the steep charges and the company made it extremely difficult to cancel their subscription, usually resulting in the loss of several hundred dollars.

• “The trial offer was to pay for $3.95 for the cost of the shipping for one bottle. I noticed shortly after placing the order I had a charge on my credit card for $149.95. Unknown to myself the company charges for a membership if you don’t cancel within 14 days, I cancelled within 18 days…When I called the customer service number they told me the decision has been made and my refund request was denied. When I questioned the person on the other line about what I was getting for my $149.95 she told me I was not getting anything because I cancelled the membership.“

• “This is a “free sample” scam: Pay only postage and handling and get a free sample of a tooth whitening system, they say. I looked for the “catch,” something that would indicate that there’d be hidden or recurring charges, but didn’t see anything, and ordered. Sure enough, a couple of weeks later, I see a charge for $88.97 on my bank statement…When I called, the guy answering the phone had obviously answered the same angry question many, many times: “Why has your company charged $88.97 to my card?” “Because you didn’t cancel your subscription in time,” he said tiredly.“

One notable lawsuit has occurred as a result of these articles. Some of the articles about work at home kits specifically advertise things like “work for Google”, or “job openings at Google”. However, Google asserts these claims as false and has taken the case to court, as it is a copyright violation. “Thousands of people have been tricked into sending payment information and being charged hidden fees by questionable operations,” said Google in a statement.

The BBB has received over 3,000 complaints about products such as the ones that Google took offense to. The lawsuit has yet to begin in court, and no date has been set.
